Virginia Licensing Requirements

Buying for personal use in Virginia? Without business licenses, you will need a Broker's help to bid on clean and salvage titled vehicles in Virginia. If you're buying in another state, view the Licensing Map or search our No License Required inventory.

In Virginia, dealers and dismantlers will need to provide CrashedToys an operational license and a sales tax license for the same physical address, as well as sales tax exemption forms. This applies to general businesses and exporters buying clean titled vehicles too.

The Virginia Department of Motor Vehicles issues all dealer and dismantler licenses. Business licenses may be obtained from your local city or county office. The Virginia Department of Taxation issues the Certificate of Registration for the Collection of the Virginia Sales Tax. Dealers may submit the Virginia Sales and Use Tax Certificate of Exemption (Form ST-10) in place of the sales tax license.

Private individuals buying in Virginia will need to go through a Broker for all clean titled and salvage vehicles, as well as for boats, jet skis and snowmobiles. In addition, general businesses and exporters should get in touch with a Broker to buy salvage items.
