Missouri Licensing Requirements
![]() | Buying for personal use in Missouri?Without business licenses, private individuals buying in Missouri may purchase boats, jet skis, snowmobiles and clean titled items on their own but will need to go through a Broker for all salvage titled vehicles.

In Missouri, dealers and dismantlers will need to provide Copart an operational license, a sales tax license and sales tax exemption forms. Dealer and dismantler licenses issued by the Missouri Department of Revenue are acceptable operational licenses. Business licenses are also accepted and may be obtained from your local city or county office.
A Missouri Retail Sales License, also issued by the Missouri Department of Revenue, is needed too. Dealers may submit the Sales/Use Tax Exemption Certificate (Form 149) in place of a sales tax license.
