Texas Licensing Requirements
![]() | Buying for personal use in Texas?Without business licenses, private individuals buying in Texas may purchase salvage titled items on their own but will need to go through a Broker for all clean titled vehicles, as well as boats, jet skis and snowmobiles.

In Texas, dealers, dismantlers, general businesses and exporters will need to provide Copart an operational license and a sales tax license for the same physical address, as well as sales tax exemption forms. The Texas Sales and Use Tax Permit is issued by the Texas Comptroller of Public Accounts.
Please note that any dealer, dismantler, general business or exporter attempting to bid on clean titled vehicles need to have a dealer license on file with Copart. Dealer licenses include the following: Independent Motor Vehicle, Independent Motorcycle, Trailer/Semitrailer, Travel Trailer, Wholesale and Franchised Dealer licenses. These are issued by the Texas Department of Motor Vehicles.
You can get your Texas Used Automotive Parts Recycler dismantler license from the Texas Department of Licensing and Regulation. The Salvage Licensing Division of the Texas Department of Motor Vehicles also issues several other types of dismantler licenses.
