Virginia Licensing Requirements

In Virginia, dealers and dismantlers will need to provide Copart an operational license and a sales tax license for the same physical address, as well as sales tax exemption forms. This applies to general businesses and exporters buying clean titled vehicles too.
The Virginia Department of Motor Vehicles issues all dealer and dismantler licenses. Business licenses may be obtained from your local city or county office. The Virginia Department of Taxation issues the Certificate of Registration for the Collection of the Virginia Sales Tax. Dealers may submit the Virginia Sales and Use Tax Certificate of Exemption (Form ST-10) in place of the sales tax license.

Additionally, please complete the following forms and submit them to our Licensing Department via our License Uploader. These documents will be processed within one to two business days of receipt. Click here to watch a tutorial video on how to use the License Uploader.
General businesses and exporters should get in touch with a Broker to buy salvage items.
